Adrianna Bast is a Fingerprint & Footwear Examiner – Advanced at the Division of Forensic Science’s Wisconsin State Crime Laboratories. She has a bachelor’s degree in Anthropology and a Forensic Science Certificate in Death Investigation from the University of Wisconsin-Milwaukee. Adrianna joined the WI Department of Justice in 2004. Since 2012 she has served as the ABIS Program Solutions Specialist for the WI Department of Justice, providing technical and subject matter expertise to stakeholders throughout multiple Divisions and Bureaus within WI DOJ and non-DOJ law enforcement entities, training individuals in the history, theory and use of the ABIS software, investigating quality matters as related to the system, working with the Idemia CSE’s to troubleshoot and document issues, interfacing with the FBI regarding NGI latent print matters, and collecting data and statistics as they pertain to the system. She served as the SME on WIDOJ’s recent upgrade to the MBIS Cloud and was involved in workflow updates and creation, acceptance and validation testing of the system, as well as post go-live troubleshooting, guideline creation, and operational change management.

In 2016, Adrianna was named WI DOJ’s Forensic Scientist of the Year for her dedication to quality and her work with the ABIS. In addition to her work with WI DOJ, Adrianna is also an American National Standards Institute National Accreditation Board (ANAB) Technical Assessor in the disciplines of Friction Ridge and Impressions.

In her spare time, Adrianna enjoys gardening, attending comic book conventions and Renaissance faires, tabletop and video gaming, sci-fi, horror, comic book and fantasy inspired media, flea markets, and her two cats.

Sherri Becker has been with the Minnesota Bureau of Criminal Apprehension 9.5 years as the Fingerprint Services Supervisor. She has dual undergrad degrees in Criminal Justice and Business from South Dakota State University. Sherri received her training from the FBI in both Scientific Basics of Fingerprints and Advanced Fingerprint Comparison Techniques. During her time in MN, she developed and implemented a Fingerprint Technician Trainee Curriculum and Palmprint Comparisons for Tenprint Operators training.

Palm Prints: Why Distal Capture Is Important

While the emphasis has consistently been on capturing quality fingerprints, most underestimate the importance of the upper palm and full distal capture. Just as fingerprint submissions are enrolled or rejected by Next Generation Identification (NGI), palm prints are also enrolled and/or rejected by the FBI’s National Palm Print System (NPPS). In this presentation, I will discuss the importance of distal capture and how the Minnesota Bureau of Criminal Apprehension improved their palm print quality and NPPS enrollment numbers. I will provide examples of quality palm images and explain how the area beneath the flexion crease of the fingerprint can be useful in comparisons, along with updated enrollment statistics provided by the team who supports the NPPs, the FBI CJIS Division's Palm Services and Analysis Team (PSAT).

Chuck Collins a Vice President of Public Safety with Mission Critical Partners, LLC (MCP). He leads the Biometrics and Repositories practice area and has served over 30 states with large-scale improvements to computerized criminal history (CCH) systems, automated biometric identification systems (ABIS), message switching systems (MSS), and related subsystems. His client engagements are driven by an overarching need to provide more service and capabilities from smaller, more uncertain budgets, better user experiences, integration, business continuity, and a nationwide need for criminal records completeness, timeliness, and accuracy.

Conquering Missing Dispositions

Advances in technology have greatly reduced incidences of incomplete, inaccurate, and untimely criminal history records. However, many central repository agencies still struggle with heavy investments in manual labor to address missing dispositions in criminal history records. Some repository agencies have addressed the problem with surprisingly innovative approaches. This session explores the reasons dispositions are missing and how peer repositories are overcoming the missing disposition gap in an environment with little to no control over reporting agencies.

Leveraging NCHIP/NARIP

The National Criminal History Improvement Program (NCHIP) and NICS Act Record Improvement Program (NARIP) grants are targeted specifically at central repositories and courts. Yet, each year several applications go unfunded for projects that are sorely needed in each state and nationally. Join us for this session to learn how to get your grant funded. We will explore proven concepts for meeting grant priority areas related to bolstering criminal history record completeness, accuracy, and timeliness; improving dispositions for purposes of bolstering background checks for firearms, mental health, employment, and access to vulnerable populations; and participating in national programs for interstate accessibility of criminal records. From this session you can walk away with ready to go materials that easily transfer into your grant applications.

Todd C. Commodore has been with the FBI’s Criminal Justice Information Services Division since 1995. In December 2022, Todd was selected as Assistant Section Chief in the National Instant Criminal Background Check System Section (NICS). In this role, he is directly responsible for Outreach, Legal Support, Public Affairs, Quality Assurance, and Training for the NICS Program.

From June 2014 to November 2022, Todd served as the Unit Chief of NCIC Operations and Policy Unit and is responsible for the National Crime Information Center (NCIC) program. In this position, Todd had oversight of the full range of the NCIC system to include management of national NCIC policy, NCIC systems access, coordination of the concept design, and development and implementation of enhancements to the NCIC system. Todd also managed the requirements canvass for the next generation of the NCIC system.

From 2008 - 2014, Todd served as Unit Chief of the CJIS Audit Unit and was responsible for national compliance to all CJIS Division programs. In this role, he coordinated more than 1,200 annual compliance reviews with local, state, tribal, and federal criminal justice and noncriminal justice agencies.

From 2003 – 2008, Todd managed the Interstate Identification Index (III) and National Fingerprint File programs. While in this position, Mr. Commodore also served as the FBI’s Compact Officer which is an FBI Director appointed position. In this position, Todd provided statutory guidance to state and federal agencies on the usage of the Interstate Identification Index system for noncriminal justice purposes. Additionally, Todd provided lead FBI support to the National Crime Prevention and Privacy Compact Council.

Inspector Joseph Courtesis (New York, NY) Retired, after approximately 27 years of service from the NYPD. Former Commander of the Central Investigations Division, and the NYPD’s Real Time Crime Center. Joseph provided technical assistance in hundreds of high-profile investigations and is recognized as a subject matter expert with investigative technology, social media investigations, and facial recognition policy.

He is the founder and President of JCour-Consulting LLC, a law enforcement consultant firm that provides assistance to technology companies to ensure products comply with ethical use policies. Additionally, Joseph is an active member of the International Association of Chiefs of Police (IACP)-Crime Prevention Committee, the Biometric Institute- Security & Integrity Group, and the Security Industry Association (SIA)- Facial Recognition Working group.

Tony is a former sworn law enforcement officer who retired from the New Castle County (Delaware) Police Department in 2014 after 21 years of service. Tony was a detective in the Crime Scene Unit at NCCPD for almost 17 years. In addition to becoming a Latent Print Examiner for the County Police, Tony also specialized in Forensic Video Analysis. Following his retirement from NCCPD, Tony was hired by the Delaware State Police in 2014 as a Forensic Latent Print Examiner and in 2018 was promoted to the AFIS Section Administrator. Since 2016, Tony has been the primary Facial Recognition Examiner for the Delaware State Police. Since the onset of FR technology in Delaware, Tony has been involved in formulating a Facial Recognition Policy not only for the DSP but all of Delaware’s law enforcement agencies.

Christie began her career working in accounting for the Civil Division, Administrative Division and managing a station house prior to her 10+ years in various custody assignments. She has been in her current position for over nine years, helping to provide biometric technology education and equipment to law enforcement agencies in Sacramento County. A native of California, Christie holds a Bachelor of Arts in Music.

Zachary P. Hartzell has been with the FBI’s Criminal Justice Information Services Division for nearly 15 years. He is currently a Supervisory Management and Program Analyst in the National Instant Background Check System (NICS) Support Services Unit, where he oversees the deployment of system enhancements intended to improve NICS processes and functionality. Prior to joining NICS, he spent nearly 10 years as an Analyst in the NCIC Operations and Policy Unit, where he was a subject matter expert for the National Crime Information Center’s Wanted Person, Protection Order, and National Sex Offender Registry Files. He was also dedicated to the NCIC 3rd Generation Project and stood up the Extreme Risk Protection Order File.

Arthur Hoover is the CODIS Unit Technical Specialist at the Louisiana State Police Crime Laboratory in Baton Rouge, LA, and has 12 years of experience in Forensic DNA Analysis. Most recently, Arthur is a member of the Crime Scene Rapid validation planning team and was an integral member of the pilot team for booking agency integration of Rapid DNA. His work was instrumental in helping Louisiana’s Rapid DNA Booking program become the first in the nation to receive the Authority to Operate (ATO) designation from the FBI. In his spare time, Arthur enjoys fishing, flipping houses, travelling, and spending time with his family.

Reflections on RapidDNA: A Year in Review

Rapid DNA analysis is a fully automated system capable of producing a CODIS-acceptable DNA profile from an arrestee buccal swab without human intervention in under 2 hours. In the booking environment, these DNA profiles can be enrolled and immediately searched against unsolved homicides, sexual assaults, kidnappings, and terrorism cases in CODIS while the arrestee is still in custody. In April 2022, Louisiana received the Authority to Operate (ATO) Rapid DNA in booking agency operations from the FBI. This presentation will cover an overview of our workflow, a walk through, lessons learned, suggestions, and successes with our Rapid DNA implementation.

John Katko is an accomplished leader who served Central New York in Congress from 2015 until his retirement in 2022. John currently serves as a Senior Advisor with HillEast Group, a government affairs and strategic communications firm with offices in Washington, D.C. and New York.

Early in his career in Congress, John became a strong voice on the House Homeland Security Committee. In 2020, he was selected to lead House Homeland Security Committee Republicans. As Ranking Member, John led efforts to secure the border and prioritized a robust focus on cybersecurity, as well as transportation and airport security. Additionally, John served eight years as a member of the House Transportation & Infrastructure Committee. While serving New York’s 24th Congressional District, John achieved significant legislative success, with 98 bills passed the House and 45 signed into law. Through his advocacy, John delivered millions of dollars to his district in Central New York. John has strong relationships in New York and Washington across the political spectrum. He is well-respected for his work across the aisle and was consistently ranked among the most bipartisan members of Congress by the nonpartisan Lugar Center. As Chair of the Republican Governance Group, John was responsible for expanding political engagement with results-oriented Members of Congress.

Prior to serving in Congress, John spent nearly twenty years as a federal organized crime prosecutor with the U.S. Department of Justice, prosecuting hundreds of complex criminal cases including organized crime, drug and human trafficking, murder, and political corruption. He has extensive experience on the U.S. Northern, Southern, and Maritime borders. Additionally, he served as a litigator with the U.S. Securities & Exchange Commission and as an anti-trust and commercial litigation attorney in private practice.

John and his wife Robin live in Camillus, New York and enjoy spending time with their three adult sons.

He just celebrated his 25th year with the company. James has over 13 years experience as a law enforcement officer with a City Police Department and the State of California. James retired from the United States Air Force (active duty and reserve time) after 32 years of service in October 2007 as a Senior Master Sergeant.

Krista Koch is the Program Manager of the Biometric Identification and Analysis Unit (BIAU) within the Biometric Services Section of the Criminal Justice Information Services Division of the Federal Bureau of Investigation (FBI).  She leads the BIAU which comprises the operations, analysis and development of Fingerprints, Palm Prints, Scars, Marks and Tattoos, and the latest biometric identification service, Irises.

Krista entered on duty with the FBI in July of 1994.  She has held the positions of Supervisory Information Technology Specialist within the Information Technology Management Section's Requirements and Change Management Unit, Unit Chief within the National Instant Criminal Background Check Section's Business Unit, and Unit Chief within the Law Enforcement Support Section's Partner Relations and Outreach Unit.  Krista brings a wide breadth of knowledge from her time leading positive change within the FBI as she hones her skills in her educational background in Business Administration and Marketing.

Lieutenant Colonel Timothy Lyon currently serves as the Director of the Virginia State Police’s Bureau of Criminal Investigation.
Timothy is a graduate of the FBI’s National Academy and had the honor to serve a six-month fellowship with the FBI’s Police Executive Fellowship Program where he served on the National Joint Terrorism Task Force. He holds a bachelor’s degree in Police Administration from Eastern Kentucky University. As a result of his involvement with the Virginia Tech Shooting, he earned the Virginia State Police Superintendent’s Award of Merit for his superior response and leadership during that tragic event on the April 16, 2007.

Camie Mateski has been forensic practitioner for over 18 with the Washington County Sheriff’s Office, Oregon. After obtaining a Master of Science in Forensic Science from George Washington University, Camie began her career as a Crime Scene Technician, promoting to Forensic Analyst in 2007. As a Forensic Analyst, Camie’s duties include conducting latent print examinations and processing complex crime scenes. She is a Certified Latent Print Examiner and Certified Crime Scene Analyst with the International Association for Identification.

How Biometric Technology Can Decrease Latent Print Backlog

A first-hand user’s review of Idemia STORM ABIS and the resulting positive impacts on Washington County Sheriff’s Office Forensic Science Unit operations. Casey Mayfield leads IDEMIA’s Justice and Public Safety division, which delivers the company’s State & Local hardware, software, and CJIS compliant solutions for criminal justice, law enforcement, and enrollment services customers throughout the United States and Canada. Previously, Casey oversaw the enrollment operations team supporting over 25 state, federal, and commercial programs, including the U.S. Transportation Security Administration’s TWIC, HAZMAT, FTSP, and TSA PreCheck® programs, along with managing the successful deployment of multiple statewide and agency-specific enrollment programs.

Casey has humble roots in IDEMIA, starting her career with a subsidiary of Identix, Inc. in an entry level position, as a fingerprint technician providing enrollment services to customers in the state of Illinois.

Casey serves as the business line leader for the IDEMIA Executive User Board. She is also a sponsor and member of WIN (Women In Idemia) network, in addition to numerous industry advocacy groups. In 2023, Casey was recognized by the Security Industry Association as one of the annual recipients of the Women in Biometrics award, as well as being included in the Women in Security Power 100.

Casey holds a bachelor’s degree in criminal justice from the University of Illinois Springfield. She is a former Emergency Medical Technician (EMT-B) and Professional in Human Resources (PHR).

Kelcy McArthur is the manager of the Statewide Network of Agency Photos (SNAP) Unit with the Michigan State Police Biometrics and Identification Division. The SNAP unit conducts facial recognition requests, creates photo lineups, and works in conjunction with the Michigan Department of State to combat identify fraud. She is also a member of the Facial Identification Scientific Working Group (FISWG), as well as The Organization of Scientific Area Committees (OSAC) Facial Identification Sub-Committee.

Odhran McCarthy is the New York Liaison Officer for the United Nations Interregional Crime and Justice Research Institute (UNICRI), where he is responsible for engagement with the broader United Nations system and interactions with its Member States at headquarters level. He also focuses on UNICRI’s work on cyber and new technologies, in particular on the use of AI-based tools, such as facial recognition technology, by law enforcement, the potential for the malicious use of emerging technologies by organized criminal groups, terrorist and violent extremists, and the dark web. Prior to this, he was engaged in monitoring and evaluating projects implemented within the framework of the European Union initiative’s on the mitgation of risks related to chemical, biological, radiological and nuclear (CBRN) materials. He has a background in international law and the law of international organizations, having studied at University College Cork, Ireland; Philipps-Universität Marburg, Germany; and the Rijksuniversiteit Groningen, the Netherlands. He is currently based in New York at United Nations Headquarters.

Since July of 2022, Zahid has been assigned to Facial Identification Section where he oversees 11 investigators. His team assists in approximately 10 to 12,000 cases a year which include homicides, shootings, stabbings, robberies, burglaries, grand larcenies, traffic infractions and missing/unidentified persons.

She was formerly with the Alaska Department of Public Safety for 26 years; first as the Chief of the Criminal Records and Identification Bureau and later as Division Director for the Division of Statewide Services. She was the CJIS Systems Officer, Compact Officer, Western Identification Network Board Member and Search Representative for the State of Alaska. She also served with the Alaska State Trooper Crime Laboratory and the Anchorage, AK Police Department as a Latent Print Examiner/Crime Scene Examiner and has participated in several AFIS/ABIS procurements, upgrades, and implementations.

Ryan Petta is an IT Analyst for the Sacramento County Sheriff’s Office. He started with Sacramento County in 2007 at the Department of Technology. Since then, his team has overseen the replacement of legacy hardware and software and have replaced it with a modern AFIS, mobile ID and mugshot system. Outside of work he is married and has two children. He grew up in Sacramento, attended college in San Diego and later lived in Maryland for 2 years before returning back to Sacramento California where he grew up.

He earned a BS in Biochemistry and Molecular & Cellular Biology from the University of Arizona. As a member of the International Association of Identification, Eric is on the Editorial Board of the Journal for Forensic Identification and chaired the Special Committee on Latent Print Probability Modeling. He is a member of the OSAC Friction Ridge Subcommittee developing standards for the latent print field. Eric has developed and presented lectures, workshops, and training classes on several latent print topics, especially on Reducing Erroneous Exclusion. In his spare time, he also co-hosts the Double Loop Podcast with over 250 episodes discussing fingerprint and forensic topics.

Mark Roberg has been in the computer industry for over 42 years and with IDEMIA for nearly 22 years. In his duties as a Senior Product Support Engineer, he has supported both older Jail and Prison Management applications and for the last 18 years, the BIS and now MBIS software product lines, along with various mugshot and facial recognition software products. Mark is one of the instructors for MBIS System Administration, as well as Front End Tenprint and Latent User training. He also has developed and taught a MBIS Query and Reporting class. He also provides technical support and problem resolution, along with performing some System Integration work. Mark has extensive expertise regarding data backup and recovery solutions, and experience in the creation of custom database reports for various products. Catalina Rodriguez-Combs is the Access & Dissemination Bureau (ADB) manager for TXDPS - Crime Records Division (CRD).

Her bureau oversees the access to criminal history records information for non-criminal justice purposes, Fingerprint-based Applicant Clearinghouse of Texas (FACT), the Civil and Criminal Justice Rap Back program, and the Fingerprint Applicant Services of Texas (FAST) program. Catalina began her career with the Crime Records Division in October 2016 as Non-Criminal Justice Auditor. She was then promoted to supervisor in March 2018, and within four years, she supervised and supported all areas within ADB. Catalina is considered a subject matter expert in accessing and disseminating criminal justice information for non-criminal justice agencies within CRD.

Derek Sabatini is a thirty-year law enforcement veteran. He currently holds the rank of Lieutenant with the Los Angeles County Sheriff’s Department. During his career, he has worked as the Sheriff’s liaison to the Board of Supervisors; Emergency Operations Supervisor; Counter Terrorism Supervisor; Patrol Watch Commander; Patrol Station Administration; and is currently the Cal-ID Manager for Los Angeles County. As the Cal-ID Manager, it is his job to manage the countywide network of systems, which consists of the Multimodal Biometric Identification System (MBIS), the Digital Mugshot System (DMS), the Criminal Booking System (CBS), mobile biometric identification and other systems which biometrically identify those who have been arrested. He provides these services to over 50 law enforcement agencies in Los Angeles County, a system larger than Alaska, Washington, Oregon, Montana, Wyoming, Nevada, Utah, and Idaho combined.

Lieutenant Sabatini has been awarded two Exemplary Service Awards and a Distinguished Service Award during his career with the Sheriff’s Department. He has also received a letter of Commendation from the Mexican Consulate. In 2008 he was awarded the Los Angeles County Board of Supervisor’s Annual Productivity and Quality Award. In 2017 he continued his reputation for productivity when his Cal-ID project team won the Los Angeles Digital Government Summit Outstanding IT Project Award.

She has been published several times in the Journal of Forensic Identification, co-authored book, “Forensic Digital Image Processing – Optimization of Impression Evidence” and served on the IAI Forensic Photography & Imaging Certification Board from 2013 to 2017. Jill has lectured and instructed at the Ontario Police College, as well as across the United States for over 10 years.

Photoshop: Enhancement techniques for Forensic Light Source Impressions

A challenge for any photographer, with impression detail at risk of disappearing within blooming highlights and very dark shadows, we will look at the importance of RAW files, pulling those details out of highlights and shadows, and learn three ways the camera jpeg deteriorates our images. After these images are imported into Photoshop, we will look at blending channels and take a detailed look at the Shadows/Highlights tool to understand what is happening and how to make those sliders work together to help us visualize our impressions more easily.

Dr. Nicole Spaun is the Senior Manager for Criminal Justice Training and Development for IDEMIA. Previously she worked as our Principal Face Biometric Expert. She has a Bachelor’s degree from Boston University and her MS and PhD in Geological Sciences from Brown University while involved with NASA’s Galileo mission. Nicole then worked as a postdoctoral researcher at NASA’s Ames Research Center. Motivated by the attacks of 9/11, she switched and started at the Federal Bureau of Investigation. Using her image analysis skills as a Forensic Image Examiner, she specialized in biometrics and photogrammetry including publishing papers on techniques for facial identification that culminated in the development and deployment of an FBI training program for facial comparisons. Nicole then became the first Biometrics Program Manager for US Army Europe in Germany. Today at IDEMIA she is a member of the Facial Identification Scientific Working Group and an associate member of the International Association of Identification’s Subcommittee on Facial Identification. Nicole is also an Adjunct Professor at the forensic science department of George Mason University (GMU) and the physical sciences at University of Maryland Global Campus (UMGC).

As an early technology advocate, Tom pioneered the Virginia CJIS Systems Agency, establishing the Central Criminal Records Exchange, celebrated as the nation’s premiere CCH program. As Captain, he was responsible for the Sex Offender Registry and Investigative unit, AFIS, VCIN, and the Firearms Transaction Center. Tom was instrumental in the orchestration of legislation evolving the expansive suite of VSP programs and technology.
