Disaster Victim Identification, or DVI, is the method used to identify victims of mass casualty incidents, either man-made or natural. A major disaster – such as an earthquake or terrorist attack – may result in the death of nationals from many different countries and damage or destroy a country’s emergency-response infrastructure. A coordinated international effort can speed up the recovery and identification of victims, enabling families to begin the healing process and societies to rebuild. In the event of a terrorist incident, DVI can also help to identify possible attackers. INTERPOL’s DVI activities are supported by a Working Group, made up of forensic and police experts who meet twice a year to discuss improvements to DVI procedures and standards. The Working Group publishes the Guide to Disaster Victim Identification which is the unique globally accepted standard for DVI protocols. First produced in 1984, it is updated every five years.

The morning of April 19, 1995, was a typical Wednesday morning until a tremendous explosion rocked downtown Oklahoma City. Within minutes, FBI Special Agent Bomb Technician Barry Black was on scene with hundreds of first responders. The date was significant; just two years before Mr. Black had been deployed as a sniper at the Brach Davidian compound and witnessed flames, set from inside, engulf the complex. The OKBOMB investigation was Mr. Black’s focus from that day, through the trial and subsequent execution of Timothy McVeigh. We will discuss the case that brought justice to McVeigh and Terry Nichols.

Latent Print Units are evolving in their use of AFIS to increase accuracy and efficiency. For many years, latent print examiners only used AFIS to search large databases for unknown persons. Case AFIS searches a small set of individuals associated with the case to more quickly find correspondence or the lack of correspondence. This can eliminate hours of manually searching for a match, especially when the location and orientation of a latent print is unclear. TX DPS has recently completed a validation of stand-alone Case AFIS laptops and approved them for use in casework. The lecture will share validation results and discuss examiners’ initial impressions of IDEMIA technology.

Twenty years ago, when I started working for my state police force in Australia the idea of “Lights-Out Latents” was merely a pipe dream. Written off as an unobtainable goal that would never happen. The ask was simple: Why can’t we take a photo of a fingerprint at a crime scene with a scale and get a priority identification before the offender has made good their escape, disposed of evidence, covered their tracks, and left the state? Have you ever solved a homicide case within hours of the event occurring while detectives are still on scene? Upload your image, our IDEMIA MBIS will detect the ruler and calibrate, automatically box up the latents, create a case folder in MBIS, auto encode and search each latent, and present the search candidate lists to your examiners to be manually verified on your homepage. Case solved. IDEMIA has that technology and has implemented it in countries across the world. For over a decade, the latent print field has seen publications, presentations, and research into latent print likelihood ratio models. However, there has been no model widely available for an agency to test or use in their own casework using their own tenprint database as the background dataset. An AFIS-based Likelihood Ratio model using Approximate Bayesian Computation is now being tested and will soon be available as an optional feature of an AFIS upgrade. This lecture will discuss the statistical basis for this system, use-cases for the technology, and results of prototype testing.

Good communication is essential for a successful and productive forensic unit, and yet training for forensic professionals to improve their communication skills is often overlooked. Implementing communication training could have a great impact on reducing the majority of issues within the unit, such as decreased performance, errors in casework, personality conflicts, missed deadlines, and confusion amongst team members. Attendees will learn the best communication pathway, how to change your approach with different DISC behavioral styles, and how to improve your non-verbal communication skills.

In late 2020 the Wisconsin State Crime Labs added MBIS Latent Elimination (integrated IDEMIA Case AFIS) capability to their case workflow. Since that time we've been tracking usage, successes, and the occasional failure to see what impact this has had on unit quality. In this session we will go over how we implemented MBISLE, the notable reduction in errors we've seen, and what we've learned about when LP examiners miss but MBISLE catches. MBIS Latent Elimination has proven to be an effective and efficient way to reduce errors and give examiners confidence and the tools they need to be successful.

This presentation will provide information on the current biometric services from the FBI CJIS Division that are offered to law enforcement across the nation. Enabling as many biometric modalities as possible to be submitted to the national repository, the Next Generation Identification (NGI) System provides for the increased ability to make an identification or investigative success. The presentation will focus on utilizing the NGI System Iris enrollment and search features to aid in validating exactly who is in front of you throughout the Criminal Justice Process. Also focused upon will be the great strides made in the utilization of the NGI System to help our law enforcement partners solve active and cold cases with some being upward of decades unresolved. Actual events provided by law enforcement that represent successful usage of the biometric services will also be presented.

While we have traditionally focused on the capture of good quality fingerprints. What happens when we can’t capture fingerprints? Does your agency have the capabilities of collecting good quality footprints? In this presentation, I will discuss the importance of capturing alternative friction ridge skin for amputees, the statistics of limb loss, and how the Minnesota Bureau of Criminal Apprehension uses palm and foot prints to update criminal histories. The inked fingerprint card with ten rolled impressions and ten flat impressions is quickly heading towards extinction. When capturing known prints for background checks or for other non-arrest purposes, there is increased interest in making the process simpler and easier, and this has led agencies to consider only capturing the flat impressions or for some forward-looking ones, using a contactless device in this scenario. But if agencies make this change, how will it affect the accuracy of latent print searches? This session debates these points and presents research into the accuracy of latent prints searched against these different types of known print images.

Since 2017 The single “Long Way Home” was used in the movie An Evergreen Christmas (IMDB Credited). Their single "Crank It Up" was used in the Amazon movie Shut Up Anthony, (IMDB Credited).

By utilizing the power of IDEMIA’s industry-leading algorithms, Augmented Vision (AV) allows analysts and investigators to quickly process large amounts of video and image data to identify key suspects, evidence, and more. By ingesting security camera footage, CCTV, witness/bystander videos, and other data, AV automatically recognizes, records, and classifies persons and objects of interest. Faces, license plates, vehicles, and other key datapoints are extracted from background noise to better direct and focus investigative resources. By taking a step away from manually combing through video footage, a single analyst and workstation can easily process a case that could otherwise require hundreds of man-hours. With a focus on ease-of-use, and the implementation of valuable tools identified and requested by our customers, Augmented Vision seeks to improve the way we use video data and biometrics to solve cases.

In 2023, the Volusia Sheriff’s Office in Daytona Beach, FL became the first law enforcement agency to go live with an ABIS built on cloud-native technology that searches latent prints through local, state, and federal databases from a single encoding. The new system has increased Latent Print Unit efficiency and increased case output. This discussion will include a timeline of implementation and conversation on the capabilities, tools, and design of IDEMIA STORM ABIS.

This session will focus on post investigative image identification with the assistance of Facial Recognition Technology (FRT). It’s important to point out that FRT, by itself, does not produce Probable Cause to arrest. The technology does, however, provide a valuable lead as the first step in an image identification process. Any image identification process that includes FRT should put policy before the technology. This session will provide “appropriate use” guidelines, best practices and policy recommendations. The session will also discuss what to look for in a FRT vendor, address bias concerns, and discuss training opportunities.

Challenges include images that are low quality; images that are manipulated; faces featuring non-ideal pose, illumination, or expression (PIE); people who have altered their faces; or just the natural changes to faces due to weight-changes or aging. This workshop will present material on the causes and effects for some of these challenges and provide hands-on comparisons as practice in dealing with these issues.
