The Grotto spans the entire width of Bridge Hall of the Convention Center with numerous trees, foliage, a waterfall that signifies the end or the beginning (depending on which way you are walking) and even a few ducks who have taken up residence in The Grotto area. Rapid DNA analysis is a fully automated system capable of producing a CODIS-acceptable DNA profile from an arrestee buccal swab without human intervention in under 2 hours. In the booking environment, these DNA profiles can be enrolled and immediately searched against unsolved homicides, sexual assaults, kidnappings, and terrorism cases in CODIS while the arrestee is still in custody. In April 2022, Louisiana received the Authority to Operate (ATO) Rapid DNA in booking agency operations from the FBI. This presentation will cover an overview of our workflow, a walk through, lessons learned, suggestions, and successes with our Rapid DNA implementation.

Recently, FR algorithms have become significantly more accurate. As a result, candidates returned by modern FR algorithms are likely to all be individuals similar in race, gender, age, and facial appearance to the probe. Facial recognition technology is a hotly debate topic, particularly when used by law enforcement. In 2022, the United Nations Interregional Crime and Justice Research Institute (UNICRI), INTERPOL, the World Economic Forum, and the Netherlands police crafted a comprehensive policy framework to serve as a template for law enforcement seeking to deploy facial recognition technology. This framework provides practical guidance and considerations for law enforcement agencies and demonstrates that it is possible to strike a balance between the needs of law enforcement to innovate and use new technologies and the need to address concerns voiced surrounding the use of this technology.

This lecture provides the approach the Minnesota Bureau of Criminal Apprehension (BCA) has developed and implemented to test the newly upgraded cloud ABIS operation for reliability and integrity. The BCA runs the statewide ABIS for all MN law enforcement agencies. The cloud ABIS will be periodically upgraded to the latest product release by the ABIS supplier with new product releases. The approach will validate the end-to-end operation of key functions and matching accuracy using a data set of fingerprints representative of the operational database.

Advances in technology have greatly reduced incidences of incomplete, inaccurate, and untimely criminal history records. However, many central repository agencies still struggle with heavy investments in manual labor to address missing dispositions in criminal history records. Some repository agencies have addressed the problem with surprisingly innovative approaches. This session explores the reasons dispositions are missing and how peer repositories are overcoming the missing disposition gap in an environment with little to no control over reporting agencies.

While the emphasis has consistently been on capturing quality fingerprints, most underestimate the importance of the upper palm and full distal capture. Just as fingerprint submissions are enrolled or rejected by Next Generation Identification (NGI), palm prints are also enrolled and/or rejected by the FBI’s National Palm Print System (NPPS). In this presentation, I will discuss the importance of distal capture and how the Minnesota Bureau of Criminal Apprehension improved their palm print quality and NPPS enrollment numbers. I will provide examples of quality palm images and explain how the area beneath the flexion crease of the fingerprint can be useful in comparisons, along with updated enrollment statistics provided by the team who supports the NPPs, the FBI CJIS Division's Palm Services and Analysis Team (PSAT).

What does a tenprint examiner do when a definitive identification or exclusion conclusion cannot be reached in a comparison? What does a latent print examiner do when an ABIS search results in a comparison that needs a second opinion? In this presentation we’ll go over how the addition of Inconclusive in the WIDOJ MBIS provided us with the ability for tenprint examiners to document when a definitive conclusion cannot be reached (and how this is dispositioned), for latent prints to seek out on screen consultations on complex comparisons, and how our system records this information to provide documentation. Additionally, we’ll talk about how this conclusion is used in our two stage Unsolved Latent Verification workflow to send poor quality prints back to examiners for reevaluation.

Part of bringing a new or upgraded ABIS online in a quality driven accredited environment is validating that system, but what does that even mean? Throughout the life of the system after updates, upgrades, new features or major catastrophes additional verification or performance checks should also be performed, but how? This presentation will go over what validation and verification of ABIS software looks like including what metrics to test, competency testing end users, and performing follow up checks after version upgrades, matcher updates and bug fixes. We will also discuss how all these tasks rely on something which is most easily overlooked: a good test data set, and how to develop your own.

This session will be an overview of how the NYS DMV has been using facial recognition since 2010. To date the NYS DMV has caught over 38,000 individuals committing fraud resulting in over 14,000 arrests and administrative action against the remaining individuals. Owen McShane will highlight some of the more unusual cases of identity theft, traffic safety issues and benefit fraud. He will then discuss the multi-state partnership between New Jersey, Connecticut and Maryland that targets CDL and Livery Drivers committing fraud.

You will also be able to hear how the State University conducted a Traffic Safety study of the individuals they have caught via facial recognition committing license fraud.

We will be looking at techniques for processing impression evidence, bundling multiple steps into three tools/techniques in Adobe Photoshop:

  1. Camera Raw, and the power within it to pull detail from the darkest shadows and brightest highlights—a game changer for finger and palm impressions photographed with a forensic light source.
  2. Calculations and blending color channels to maximize ridge detail while minimizing noise and inverting light ridges to dark all at the same time.
  3. Shadows/Highlights adjustment tool will be explained to help understand how the sliders work together to help us visualize those ridges as clearly as possible!

Proactive monitoring of the health of your system and database: In this session, learn useful troubleshooting techniques including monitoring disk space, queues, and your PostgreSQL or Oracle database as well as utilizing key log files and utilities as well as running Central View Reports and learn some useful SQLPlus database queries.

Getting Started with Face Expert, including, Case Creation and Management, Upload of photos and videos, Image Cropping, Image Enhancement (including 2D/3D modeling and pose correction), Search Submission (including demographic filtering), review of results, image comparison, annotations/charting and reports generation. The attendee will become familiar with MBIS 5 Face Expert and will be able to perform basic tasks as the result taking this class.

Nearly half of the states rely upon Computerized Criminal History (CCH) Systems built and operating on technology near or past the point of obsolescence. State CJIS agencies in this predicament risk system disruptions, inability to support new legislative mandates, and potentially, FBI sanctions for CJIS Security violations. The CCH is the core of the State CJIS Systems Agency ecosystem and is relied upon to support the entire spectrum of the criminal justice processes, as well as vetting the people seeking positions of trust serving the most vulnerable populations. The CCH system is too critical to fail.

During this interactive session, retired Captain Tom Turner, GCOM CJIS Advisor and Chris Jacoby, GCOM VP Justice Public Safety Products, will discuss the myriad considerations for CJIS agencies, including the latest trends for CCH modernization. They will address the current solution options, vendor industry trends, and the promises of leading-edge technologies such as artificial intelligence (AI). Chris and Tom will endeavor to answer questions that can help your state develop a strategy for a successful CCH modernization.
