Amalia Annest is a Senior Director in the Project Management Office, and Team Leader for the Project Managers in the Justice & Public Safety Business Line at IDEMIA Public Security. She has a strong technical foundation in programming, enterprise applications, and IT. Holding a PMP certification since 2014, she excels in overseeing large-scale biometric projects and ensuring client satisfaction. Her career spans over a decade as a seasoned Program/Project Manager during which she managed more than 30 complex projects, delivering tailored security biometrics systems to various law enforcement agencies. Amalia attended the University of Washington where she obtained a master’s degree in computing and software systems, and a bachelor’s degree in psychology. In her free time, she enjoys going on ocean cruises and participating in competitive pub trivia with her trivia team.

Adrianna Bast is a Fingerprint & Footwear Examiner – Advanced at the Division of Forensic Science’s Wisconsin State Crime Laboratories. She has a bachelor’s degree in Anthropology and a Forensic Science Certificate in Death Investigation from the University of Wisconsin-Milwaukee. Adrianna joined the WI Department of Justice in 2004. Since 2012 she has served as the ABIS Program Solutions Specialist for the WI Department of Justice, providing technical and subject matter expertise to stakeholders throughout multiple Divisions and Bureaus within WI DOJ and non-DOJ law enforcement entities, training individuals in the history, theory and use of the ABIS software, investigating quality matters as related to the system, working with the Idemia CSE’s to troubleshoot and document issues, interfacing with the FBI regarding NGI latent print matters, and collecting data and statistics as they pertain to the system. She served as the SME on WIDOJ’s recent upgrade to the MBIS Cloud and was involved in workflow updates and creation, acceptance and validation testing of the system, as well as post go-live troubleshooting, guideline creation, and operational change management.
In 2016, Adrianna was named WI DOJ’s Forensic Scientist of the Year for her dedication to quality and her work with the ABIS. In addition to her work with WI DOJ, Adrianna is also an American National Standards Institute National Accreditation Board (ANAB) Technical Assessor in the disciplines of Friction Ridge and Impressions.

In late 2020 the Wisconsin State Crime Labs added MBIS Latent Elimination (integrated IDEMIA Case AFIS) capability to their case workflow. Since that time we've been tracking usage, successes, and the occasional failure to see what impact this has had on unit quality. In this session we will go over how we implemented MBISLE, the notable reduction in errors we've seen, and what we've learned about when LP examiners miss but MBISLE catches. MBIS Latent Elimination has proven to be an effective and efficient way to reduce errors and give examiners confidence and the tools they need to be successful.

Evan Bays serves IDEMIA NSS as the Vice President of Justice Operations, Engineering, and R&D with over twenty years of experience in designing, developing, and managing information technology systems and business processes within the Department of Defense, Department of Justice, and Intelligence Community. He has led teams to conduct technical research and feasibility projects to support strategic initiatives and mandates related to integrating open-source software and migrating to cloud computing services and resources. Evan has served as subject matter expert throughout his career related to the implementation of biometric systems within the United States Government and most recently, as a subject matter expert for the National Uniform Crime Reporting program. His in-depth knowledge and understanding of criminal justice information systems and related data models enable solutions to maximize both efficiency and satisfaction for the user. In his current role, Evan manages the IDEMIA NSS Engineering Scaled Agile Framework implementation to research, productize, deliver, and support identity solutions for customers within the federal law enforcement, national security, and civilian service markets. Evan received his Bachelor of Science in Biometrics Systems from West Virginia University.

FBI Special Agent Master Bomb Technician (Retired)
Barry Black had a diverse 31-year FBI career involving complex financial crimes and tactical operations as a SWAT sniper and master bomb technician. He was a first responder to the bombing of Oklahoma City’s federal building and other high profile domestic events such as the Atlanta Olympic bombing and the 9/11 New York City attack. Mr. Black trained specialized international counterterrorism units and served as a subject matter expert for the U.S Congress, State Department, Scotland Yard, and NATO. He is a member of Oklahoma’s Law Enforcement Hall of Fame, an Honorary Air Force Commander, and currently on faculty at a nationally recognized Forensic Science Institute.

Larry Coffee is the Senior CJIS Security Analyst with Diverse Computing’s CJIS ACE Division. Larry joined CJIS ACE in 2016 after 22 years with FDLE CJIS as an auditor, Information Manager, and Florida’s CJIS ISO. He works with criminal justice agencies and vendors nationally and internationally, helping people understand the requirements of the CJIS Security Policy. While at FDLE, he was a member of the FBI CJIS APB Security and Access Subcommittee, the NCIC Warrants Task Force, the Version 5.0 CJIS Security Policy Rewrite Task Force, and the Chair of the Mobile Security Task Force.

Kirk Copen serves as the Senior Director of Solutions for IDEMIA National Security Solutions (NSS), with over 25 years of experience in software development. Kirk obtained his degree in Computer Science from West Virginia University and began working as a system engineer for the initial rollout of the FBI Automated Fingerprint Identification System (AFIS.) He went on to specialize in efficiency algorithm development, specifically developing matching and merging techniques for databases as well as improving runtimes for microsimulation modeling processes. Kirk worked as an architect for both on-prem and cloud systems for state agencies and financial institutions. In addition to leading the solutions group at NSS, Kirk also spends time studying emerging technologies and development practices to leverage for IDEMIA NSS.

Michael Corsaro is the Criminal Justice Sub-Business line leader and has been with IDEMIA for almost 5 years. He has served as a Program Manager for Programs in Connecticut, Delaware, Illinois, Kentucky, Maryland, Missouri, New Jersey and Ohio. Prior to IDEMIA, Michael was a former customer and retired as a Captain (Director of Executive Services) from the West Virginia State Police after 26 years. During his law enforcement career, Michael was a Field Trooper assigned to various Detachments across the State of West Virginia, a Sergeant assigned as the Agency’s Public Information Officer, as a DUI instructor and taught courses in criminal processing, report writing and search warrants. He was a First Sergeant assigned as the Director Criminal Records. During his assignment in Criminal Records, he oversaw the implementation of an AFIS, statewide fleet of livescans, implementation of mobile identification devices and a statewide Enrollment Services solution. Michael was a Lieutenant assigned as the Department’s Planning and Research Officer, next serving as a Captain and the Deputy Chief of Staff. Michael served as a previous State Compact Officer for 12 years and Search Member and was assigned to numerous boards and commissions. Michael currently serves as a Board Member on the West Virgina Consolidated Public Retirement Board. Michael is a graduate of Marshall University and resides in Hurricane, WV.

The session will also discuss what to look for in a FRT vendor, address bias concerns, and discuss training opportunities.

When capturing known prints for background checks or for other non-arrest purposes, there is increased interest in making the process simpler and easier, and this has led agencies to consider only capturing the flat impressions or for some forward-looking ones, using a contactless device in this scenario. But if agencies make this change, how will it affect the accuracy of latent print searches? This session debates these points and presents research into the accuracy of latent prints searched against these different types of known print images.

Brian Dew is the Forensic Laboratory Manager for the New Hanover County Sheriff’s Office. Brian Has over 28 years of experience in latent prints, friction ridge automation and crime scene investigations. As Laboratory Manager, Brian guided the merger of the Wilmington Police Department and the New Hanover County Sheriff’s Office laboratories and its ISO/IEC 17025 accreditation. He began his career at a small agency and later moved to a private company where he served as the AFIS Training Coordinator, Proficiency Testing Coordinator and Senior Consultant. Brian is a member of the International Association for Identification and has served as a member of their Board of Directors. He is also a member of several state IAI divisions and has served in various positions in the North Carolina Division including vice president, president, and board member.

Bradley has over 20 years of policing experience in Toronto, ON. During this time, he has earned certifications as a CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosive) Technician and a Forensic Specialist. As a certified adult educator, Bradley has lectured throughout the world for both public and private enterprises including training missions for the United Nations. In 1995, Amy Downs was one of the last survivors to be pulled from the rubble following the Oklahoma City bombing which killed 168 people including 18 of her 33 co-workers at the Federal Employees Credit Union.
Embracing her second chance at life, Amy launched a campaign of self-improvement and transformed from a 355lb teller who couldn’t pass a math class to a CEO with a master’s degree in business administration and is a Full Ironman Triathlon Finisher.

Attorney General Gentner Drummond was sworn in as Oklahoma’s 19th Attorney General on Jan. 9, 2023. Gentner’s law experience spans nearly 30 years and includes having served as an assistant district attorney in Pawnee and Osage Counties and as an attorney in private practice. In 1999, he founded the Tulsa-based firm, Drummond Law. In addition to his legal career, Gentner, a seventh-generation Oklahoman, has been a longtime rancher, banker and businessman. A U.S. Air Force jet pilot during the Persian Gulf War, Gentner led the first combat mission of that conflict. He was among the most decorated Oklahomans to serve in that conflict, earning the Distinguished Flying Cross for “extraordinary achievement” as well as three Air Medals and four Aerial Achievement medals. In his first year as Attorney General, Gentner assembled the office’s first ever Organized Crime Task Force to clamp down on the state’s epidemic of illegal marijuana operations and other associated criminal activities, including human trafficking and the distribution of deadly opioids such as fentanyl. Gentner’s other chief priorities in office include improving tribal relations, ensuring transparency and openness in government, fighting a culture of corruption and scandal, and protecting Oklahoma against federal overreach. Gentner earned his bachelor’s degree from Oklahoma State University and his law degree from Georgetown University. He and his wife Wendy have been married for 13 years and have a blended family of six children and five grandchildren.

Jack Flanders, BA, CLPE, CCSI, began his career as a Fingerprint Technician with the Texas Department of Public Safety in September of 2007 and promoted to Forensic Scientist in the Latent Prints Section of the Crime Laboratory in March of 2009. He holds both Latent Print and Crime Scene Investigator certifications through the International Association for Identification and is licensed through the TX Forensic Science Commission. Mr. Flanders has served on the Latent Print and Crime Scene Advisory Boards for the TX DPS crime laboratory. Mr. Flanders has served on the Board of Directors, Sergeant At Arms, 2nd Vice President, 1st Vice President, President, and Chairman of the Board for the Texas Division of the International Association for Identification. He graduated from the National Forensic Academy and was the 2016 Session XLI recipient of the Dr. Bill Bass award. He was the recipient of the 2024 TX DPS Northwest Region Ambassador Award. Mr. Flanders is an instructor for the National Forensic Academy and instructs for a portion of the Texas Ranger Advanced Crime Scene class. Mr. Flanders has given multiple presentations to various Universities and Conferences. He has published a chapter in a Forensic Evidence Management book as well as an article for the Journal of Forensic Identification. He also currently serves on The Organization of Scientific Area Committee for Forensic Science Friction Ridge Subcommittee and the Science and Practice Latent Print Identification Subcommittee for the International Association for Identification.

TX DPS has recently completed a validation of stand-alone Case AFIS laptops and approved them for use in casework. The lecture will share validation results and discuss examiners’ initial impressions of IDEMIA technology.

Artour Karaguiozian entered the Biometrics field as a Research Engineer in 2003 and has been with IDEMIA ever since. He has served as an AFIS Developer, AFIS Architect, Director of RND and currently as the VP of Solution Delivery. During hie tenure Artour has headed various initiatives like IDEMIAs Advanced Technology Group, Innovation Board as well as served as the official IDEMIA’s representative at biometric standardization committees like NIST, ANSI, and ISO. Artour has enjoyed and maintained focus on customer feedback, requirements, and general customer interaction. Artour is based in Orange County, Southern California, close to IDEMIA’s Anaheim facility. He holds a Computer Science degree from the University of Applied Sciences of Berlin, Germany.

John Katko is an accomplished leader who served Central New York in Congress from 2015 until his retirement in 2022.
Early in his career in Congress, John became a strong voice on the House Homeland Security Committee. In 2020, he was selected to lead House Homeland Security Committee Republicans. As Ranking Member, John led efforts to secure the border and prioritized a robust focus on cybersecurity, as well as transportation and airport security. Additionally, John served eight years as a member of the House Transportation & Infrastructure Committee.
While serving New York’s 24th Congressional District, John achieved significant legislative success, with 98 bills passed the House and 45 signed into law. Through his advocacy, John delivered millions of dollars to his district in Central New York.
John has strong relationships in New York and Washington across the political spectrum. In May 2020, Ms. Krista Koch was designated the Program Manager of the Biometric Identification and Analysis Unit (BIAU) within the Biometric Services Section of the Criminal Justice Information Services Division of the Federal Bureau of Investigation (FBI). Today she leads the BIAU which comprises the operations, analysis and development of Fingerprints, Palm Prints, Scars, Marks and Tattoos, and the latest biometric identification service, Irises. Ms. Koch entered on duty with the FBI in July of 1994. She has held the positions of Supervisory Information Technology Specialist within the Information Technology Management Section's Requirements and Change Management Unit, Unit Chief within the National Instant Criminal Background Check Section's Business Unit, and Unit Chief within the Law Enforcement Support Section's Partner Relations and Outreach Unit. Ms. Koch brings a wide breadth of knowledge from her time leading positive change within the FBI as she hones her skills in her educational background in Business Administration and Marketing.

With the skills and experiences cultivated in these roles, she then went on to undertake Leadership roles within JPS leading various individual teams: Project Management Team Leader, Program Management Team Leader, State & Local PMO Center of Excellence Leader. Today, she functions as the JPS PMO Leader overseeing Program Management, Project Management and the PMO Center of Excellence. Marianne is PMP certified and holds a degree in Business Administration with a minor in Finance and Computer Science. Prior to joining IDEMIA, she worked as an Accountant, Financial Controller, and then moved into Project Management for large IT systems in the manufacturing industry and later in the real estate development industry before coming into the world of biometric technologies.

Mr. Timothy Lott is Director of the Cybercrime and Digital Forensics Program of
SEARCH, overseeing a national program that provides expert technical assistance and
training to local, state, and federal justice and public safety agencies on successfully
conducting electronic crimes investigations. These courses focus on teaching how to
investigate Internet and computer crimes, online child exploitation, cellular devices, and
social networking sites, and the proper search and seizure of home and small office
networks. The High-Tech Crime Training Services team led by Mr. Lott also provides
hands-on assistance in systems security and computer forensics.
Mr. Lott joined SEARCH in 2010 as a High-Tech Crime Training Specialist. He
coordinated and provided training on high-tech crime investigations and forensics;
provided technical assistance to law enforcement agencies in active cases; prepared training curricula; and presented at conferences throughout the United States. He was promoted to his current position in 2011.
Mr. Lott previously worked for 6 years as a Deputy Probation Officer for the Sacramento
County (California) Department of Probation, and another 2 years as a Probation
Assistant. He was assigned to the Sacramento Valley Hi-Tech Crimes Task Force, and
helped conduct multijurisdictional investigations involving white-collar crime, organized crime, crimes against persons, and fraud when high-technology or identity theft is a factor. He also supervised a caseload of adult and juvenile probationers.
His assignment on the Task Force required him to conduct probation compliance checks
on offenders who had been convicted and placed on probation for offenses involving the
possession of child pornography, stalking via social networking sites or cell phones, and
identity theft. In August 2009, Mr. Lott was cross-designated as a Special Deputy United
States Marshal.
Mr. Lott is a member of the American Probation and Parole Association, American
Criminal Justice Association, and High Technology Crime Investigation Association. He earned a bachelor’s degree in Criminal Justice from California State University-
Sacramento, and a master’s degree in Forensic Studies – Computer Forensics
concentration from Stevenson University. He is a certified Instructor through the
California Commission on Peace Officer Standards and Training (POST), Robert Presley
Institute of Criminal Investigation / Instructor Development Institute (ICI/IDI).

Wyatt Pettengill joined IDEMIA in 2020 as part of the Justice and Public Safety team serving as Senior Director of Program Development. Prior to joining IDEMIA, Wyatt was employed by the North Carolina State Bureau of Investigation for 28 years. During his time with the NC SBI, he was involved with the sharing of criminal justice information at the state and national level. He also served in a variety of national leadership roles focusing on sharing of criminal justice information. Most recently he served as the Chairman of the National Crime Prevention and Privacy Compact Council which enhances public safety through the use of criminal history information for non-criminal justice purposes. Eric Ray is a Certified Latent Print Examiner working for IDEMIA as a Subject Matter Expert to recommend improvements, develop training, and interact with customers. As a member of the IAI, Eric is on the Editorial Board of the JFI and chaired the Special Committee on Latent Print Probability Modeling. He is a member of the OSAC Friction Ridge Subcommittee developing standards for the field. Eric has developed and presented lectures, workshops, and training classes on several topics, especially on Reducing Erroneous Exclusion. In his spare time, he also co-hosts the Double Loop Podcast with over 250 episodes.

TX DPS has recently completed a validation of stand-alone Case AFIS laptops and approved them for use in casework. John A.J.M. Riemen is lead specialist to the Dutch Police and is the manager and custodian of the national criminal ABIS. He oversees the Center for Biometrics as part of the National Forensic Service Centre of the national Police and is nationally responsible for the Fingerprint and Face identifications. He serves as the expert witness in court for these fields and is the strategic advisor to the office of the national Police Commissioner.
He has experience in forensic fingerprint technologies, face recognition, disaster victim identification, identity management, identity fraud and process design in biometrics. Mr. Riemen is for more than 38 years active in law enforcement and for more than 22 years in forensic science.
He currently serves as a member of the IDEMIA Public Security Executive Users Board as international users' representative.
He is the chosen chair of the Friction Ridge and Face analysis sub-working group of the Interpol Disaster Victim Identification Working group.
He is a guest lecturer at the University of Amsterdam and the national Police Academy.

Mark Roberg has been in the computer industry for over 43 years and with IDEMIA
for nearly 23 years. In his duties as a Sustaining Engineer IV, he has supported both older Jail and Prison Management applications and for the last 20 years, the BIS and now MBIS software product lines, along with various mugshot and facial recognition software products. Mark is one of the instructors for MBIS System Administration, as well as Front End Tenprint and Latent User training.
He also has developed and taught a MBIS Query and Report Creation class which has been taught internally as well as at some customer sites.
Mark spends most of his day elbows deep in customer databases to research and resolve problems. Deborah is a former Adjunct Professor of Law, having taught Trial Advocacy at Campbell University Law School for 20 years. She also served as an Assistant District Attorney in Raleigh, North Carolina, for over 34 years. During her tenure at the DA’S office she mentored new attorneys, assisted in training law enforcement officers to improve their courtroom testimony and report writing and held tutorials on specific areas of the law, eg. Search and Seizure, Conspiracy, and Controlled Substance laws. She helped draft new drug related legislation, co- prosecuted the second N.C. investigative Grand Jury and ran the first N.C state wire tap. Her concentration was in the prosecution of violent recidivist offenders and drug traffickers. While an Assistant D.A, she was temporarily assigned to the U.S. Attorney’s Office in the E.D.N.C. as a Special Assistant U.S. Attorney. She worked there with the Organized Crime and Drug Enforcement Task Force (OCDETF), prosecuting major drug traffickers and weapons crimes. She has worked with over 30 local and State law enforcement agencies, as well as the Federal Marshall’s Service, DEA, FBI and ATF. Dr. Nicole Spaun is the Senior Manager for Criminal Justice Training and Development for IDEMIA. Previously she worked as our Principal Face Biometric Expert. She has a Bachelor’s degree from Boston University and her MS and PhD in Geological Sciences from Brown University while involved with NASA’s Galileo mission. Nicole then worked as a postdoctoral researcher at NASA’s Ames Research Center. Motivated by the attacks of 9/11, she switched and started at the Federal Bureau of Investigation. Using her image analysis skills as a Forensic Image Examiner, she specialized in biometrics and photogrammetry including publishing papers on techniques for facial identification that culminated in the development and deployment of an FBI training program for facial comparisons. Nicole then became the first Biometrics Program Manager for US Army Europe in Germany. Today at IDEMIA she is a member of the Facial Identification Scientific Working Group and an associate member of the International Association of Identification’s Subcommittee on Facial Identification. Nicole is also an Adjunct Professor at the forensic science department of George Mason University (GMU) and the physical sciences at University of Maryland Global Campus (UMGC).

Started working with IDEMIA in the private sector in January 2023 after over 20 years of employment in the Government / Law Enforcement space in the countries of Australia and the United States. Steven has previously served on the Organization Scientific Area Committees for Forensic Science – Friction Ridge Subcommittee (OSAC-FRS), and still serves on the Friction Ridge Consensus Body of the AAFS Standards Board (ASB-FRCB). Previously employed as a latent print examiner, latent unit supervisor, and then latent unit director, of the Sheriff’s Identification Unit at Santa Clara County Sheriff’s Office (SCCSO) in San Jose CA (a longtime IDEMIA customer). Previously performed the role of a civilian scientist and expert witness for nine years testifying in the criminal local, state, and federal courts from San Jose, California. Before moving to the United States in 2013 he obtained his fingerprint training and expertise through the New South Wales Police Force (NSWPF) in Australia, where he also served as a civilian employee and expert witness for another ten years.

Ashley Dodson is a latent print examiner at the Texas Department of Public Safety Crime Lab in Lubbock, TX. She has a Bachelor of Science degree in Forensic Anthropology from Baylor University and a Master of Science degree in Forensic Science from Texas Tech University. Ashley began her career with
the latent print section of the Texas DPS Crime Lab in 2013 and has also served on the crime scene response team. Ashley is a member of both the IAI and TDIAI and has been a Certified Latent Print Examiner since 2016.
